    CALIFORNIA HIGHWAY PATROL MESSAGE from CHP Commissioner Joseph Farrow California is currently enjoying an unprecedented decrease in our mileage death rate. Since 2005, the state has seen it drop from 1.31 deaths per one hundred million miles driven to below 1.00, in 2009. 2010 is at a historic provisional 0.83. This is well below the national average, which makes California's roadways some of the safest in the nation. J. A. Farrow, Commissioner While most California drivers have reported it is unacceptable for drivers to talk on handheld phones, to send a text message or email, most also reported engaging in this unsafe behavior. In a recent survey of 1,219 drivers age 18 and over conducted by the Insurance Institute for Highway Safety, slightly over 40% of these drivers said they talked on their phone while driving at least a few times per week and 19% reported they talked on the phone while driving every day. It is imperative the public awareness of the dangers of mobile phone use while driving be improved. There is also a need to improve the understanding about the laws regarding handheld and hands-free use of mobile phones. Driving a car is the most complex thing the majority of us do in our daily lives, unless you fly an aircraft. The use of a cell while driving increases the risk of being in a crash four times. The CHP has partnered with the Office of Traffic Safety to develop a statewide campaign; "It's Not Worth It" to improve public awareness, educate teenagers about the dangers associated with distracted driving and continue enforcement efforts against offenders.     MESSAGE from Chief Steve Lerwill Valley Division is the gateway to the Gold Rush country and the state's capitol. The geography includes fertile valley farmlands, wine country, metropolitan Sacramento, and the recreational Sierras. Valley Division oversees four major highways - Interstate 80, Interstate 5, US 50, and State Route 99 - in addition to thousands of miles of state and county roads. Valley Division's Truckee, Gold Run, Auburn Area Chief Steve Lerwill Offices, and Valley Division's Air Operations Unit are responsible for keeping the "Nation's Lifeline" Interstate 80 and Interstate 50 open during the winter to allow travelers and supplies to flow smoothly and efficiently. The CHP assists the motoring public in the forms of emergency incident management, collision investigation, and assistance when their vehicle becomes disabled. Other lesser known services include the work of our Motor Carrier Safety Unit. In addition to providing oversight of the trucking and hazardous materials transportation industry, our Motor Carrier Inspection Specialists take great pride in inspecting every school bus on an annual basis. In another extreme, our Air Operations personnel routinely save lives through daring rescues in the Sierra Mountains. The list of service programs goes on. Valley Division has many challenging roadways, including the High Sierra. I ask all motorists driving through our region to obey speed limits, always buckle up, utilize a designated driver, and not drive distracted.     A4 Environmental Information Is there anything green about phone books? You bet there is! Trees are primarily harvested for lumber used in housing and other building applications. The fiber for our directory paper comes from a combination of sources; primarily residual sawmill chips, recycled fiber, and chips from managed tree farms. 1 * It is important to remember that trees are an infinitely renewable resource. That cannot be said about the resources used to create electronic equipment. * Four million trees are seeded daily in the United States. That's five trees each year for every man, woman and child in America. 2 * There are 12 million more acres of United States forestland today than 20 years ago. Phone books are 100% recyclable, 3 they are easy to recycle and are not a significant part of the solid waste stream. * In fact, according to the EPA, DIRECTORIES comprise only 0.3% of the municipal solid waste stream, compared with 3.2% for Newspapers, 1.9% for Standard Mail, and 2.2% for High Grade Office Paper such as used in both commercial and residential printers. 4 * Inks used are 100% soy or vegetable oil-based and are biodegradable. * Glues used are non-toxic. * Phone books are recycled into many products such as new phone books, newsprint, insulation, acoustical ceiling tiles, drywall paper, and other paper products. The process of recycling an outdated phone book couldn't be any easier. It's as easy as placing it in a blue recycling can for curbside pick-up along with other recycling materials. Generally, recycling centers gladly accept phone books and have no problem processing them further for recycling. Recycled Yellow Pages are then sold to other companies and turned into other products. And most people do recycle them. While the Internet provides a strong complement to the printed Yellow Pages, it is not necessarily free of environmental implications. 2 Let's take a look... * E-waste represents about 25% of all waste in the U.S. landfills and 70% of toxic waste found there - Directories represent only 0.3%. * Only 14% of a computer's components and materials can be recycled - Phone books are 100% recyclable. Yellow Pages are used by consumers when they are ready to buy a product or service from local businesses. According to the most recent study by Burke, Inc. 6 * 74% of people refer to the Yellow Pages every year. * 49% of people refer to the Yellow Pages every month. * 33% of people refer to the Yellow Pages every week. Nearly 5 out of every 10 people use the Yellow Pages monthly. In the past year, there were 11 billion references to the printed Yellow Pages in the United States. Yellow Pages give consumers a one-stop shop to find local business. Buying local protects local businesses which protects local jobs. The small, independent business owners provide both tangible and intangible benefits that serve as the cornerstones of strong and vibrant communities.
